Slovenia and Bulgaria have signed an agreement setting up a framework for scientific cooperation between the two countries.

The agreement was signed in Sofia, Bulgaria, by the Bulgarian Minister for Education and Science, Daniel Valtchev and his Slovenian counterpart Jure Zupan.

The agreement will enable scientists from the two countries to work closer together within the European Union's Seventh Framework Programme (FP7), said Mr Valtchev.

Dear National Contact Point or other ICT Representative,

A number of you have asked question concerning the EPSS service for ICT Call 1, the answers to which are worth circulating to all:

STREPs in ICT have only three permitted cost categories - R&D, Demonstration and Management. Proposers who plan to include other activities such as dissemination I their project can either put them under the Management category or, if they wish to bear some of the cost themselves, can put them under R&D.

Training in an IP project should be included in the cost category Other, as is indicated in the Guide for applicants and in the pop-up note on the A3 form in the EPSS system. The column "Training" which has appeared on the form is an error, figures can't be entered into it, and we will remove it when we can

There will be more details in the NCP Newsletter for March,  which will be emailed shortly.

EC proposing new experiments, no mandates

Commission outlines measures to ensure access to scientific information, CORDIS News, February 17, 2007.  Excerpt:

The European Commission has published a communication outlining the actions it intends to undertake at European level to help increase and improve access to and dissemination of scientific information.

The intention of the document, the Commission says, is not to mandate open access publishing and digital preservation, but to promote best practices and initiate a policy debate on these matters....

[T]he Commission's paper...makes the case that speeding up the accessibility and dissemination of research results would help accelerate innovation and increase Europe's competitive edge. The paper also argues that the system would help avoid the duplication of research efforts....

Publishers on the other hand are concerned that self-archiving in open repositories may undermine peer review and jeopardise their income....
